Setting Up an Arizona SREC Trading Exchange


Creating a Southwest SREC Trading Exchange

How would establishing an SREC trading for the southwestern states of Arizona, California, Nevada, Utah, Colorado, New Mexico and Texas benefit the state of Arizona?

The simple answer is to look at what has been done in the northeastern states. The www.srectrade.com system allows states with connecting borders to buy/sell/export their SRECs to utility companies and corporations looking to offset their carbon footprint. Arizona should open its trading exchange so that any utility company or other business entity nationwide could purchase Arizona SRECs in order to meet their REST goals or offset their carbon footprint.

Why is an SREC Trading Exchange Needed in Arizona?

Arizona utility companies will say that they do not need to purchase any more SRECs because they are in compliance with their yearly targets to meet the REST 2025 objectives. But if you look closely at the method that the utility companies are using to collect their SRECs, it is easy to see that they are employing an extremely unfair business practice and using their monopoly position to take advantage of ratepayers that have no choice but to sign over 100% of their SRECs for the next 25 years if they want to install solar using utility solar rebate incentives.

Unethical SREC Collection Scheme Employed by Arizona Utilities

The installation cost of a solar power array as of June 1, 2011 was approximately $4.50 per watt. The rebate being offered by APS is $1.00 per watt. This means that the ratepayer has to pay the remaining $3.50 out of their own pocket. While it is probably legal, it does not mean that it is fair to ratepayers to be forced to pay 80% of the cost of the utility's SRECs out of their pocket and receive nothing for their investment. This is an unethical business practice and needs to be stopped. If a ratepayer pays for the 80% of the SREC production, they should be allowed to retain 80% of the SREC's value.

Awarding 80% of SRECs to the ratepayers since they legally paid for them would cause an 80% shortfall in the number of SRECs the utility company is required to collect each year until 2025. The Go Solar in Arizona initiative will help utility companies make up this shortfall.

Ratepayers Should Be Able to Sell Their SRECs to Recoup Expenses

If ratepayers had a way to sell their SRECs through an SREC Trading Exchange, then they would have a way to recoup their investment in solar. Instead of depending on utility companies for a solar rebate or the state of Arizona for a solar tax credit, ratepayers could sell their SRECs to make a fair return on their investment.

To get the "Go Solar in Arizona" Economic Development initiative on the Arizona 2012 ballot we need to collect a minimum of 172,800 signatures. To collect these signatures, we have signed a contract with a professional Arizona petition signature firm that charges us $1.50 to help us gather signatures from valid registered voters.
